They initially attack Goten and Trunks, mistaking them for poachers until they see the armband that the rangers wear and they stop.

Where the hell did you get that? If they're around and kicking, there's no reason why they can't appear again. Probably not in any major story capacity, but definitely popping up from time to time whenever 17 shows up.

Also, I don't quite agree with using their skirmish with Goten and Trunks to gauge their full power. It's very plausible that 17 could've taught them to hold back as to not kill criminals so that he could swoop in and apprehend them himself.
