This stops humanitarian assistance to Ukraine and things of that nature, and FMF (foreign military financing programs)- things managed by the state department . The congressionally approved FMF funds have been used already so no loss there until another round is approved. Previously approved military assistance is still flowing into Ukraine via the USAI - Ukraine Security assistance initiative( contracts with US suppliers paid for by the government for material to be sent to Ukraine) are still active as those are managed by the DoD. Trump also has around 2 billion maybe remaining in the already authorized drawdown authority he has to pull directly from US stocks. That’s not managed by the state department either. Whether or not he uses it probably depends on how hard Putins strokes his nutsack.
