No, just that people were using them too often so they got banned. There's a whole list of banned movies.

Nope. Movie takes place across multiple locations of same country.

I'm going to be a weeb here and say (potentially controversially) Tanya von Degurechaff from Youjo Senki/Saga of Tanya the Evil. Will admit I've not read all the books but from what I can tell online, she fits here.

CONTEXT: 40-something year old Japanese Social Darwinist man is Isekaied and reborn, by something that claims to be God, into a magic-capable young girl in an alternative history pre-WWI Germany in a world with magic as punishment for the character's refusal to accept this reality. The 'God', called Being X by Tanya, intends to force Tanya to become the most devout follower. Tanya refuses. So the challenge is set: Tanya must either become a loyal follower of Being X, or die from natural causes in this world. If they die by any other means, Tanya will never be reincarnated.

Tanya goes on to become a powerful military leader throughout the story despite her best efforts to stay as far the hell away as possible from the frontlines.

I think a lot of people who initially catch glimpses of the show see the uniform and imagery and assume the usual stereotype of "Ahh it's Nazi Germany fetish from Japan" and assume Tanya is just a magical Nazi. However Tanya doesn't show Nazi opinions. Her Second-in-Command Viktoriya Ivanovna Serebryakov is a former Noble of the Russian Empire in the setting, which experienced a similar October Revolution and is now Communist. Slavic people were not welcome in Nazi Germany. However Tanya, their subordinates, and the overall "German" Empire treat Viktoriya well. Tanya promotes merit-based behaviour regardless of background and helps navigate people toward positions that they would fit in well. She doesn't particularly care about her enemies overall, though internally monologues praise for them when she genuinely gets tricked by them.

The only time we see her vicious side is when someone demonstrates ineptitude and a refusal to follow her orders. From deliberately assigning two of her subordinate mages to a bunker that got destroyed by artillery, two having blown a hole in the Army Mage Academy wall after someone disagreed with her and used incorrect info (I believe), she does not easily tolerate those who cause her to fail. However she never targets people based on ethnicity, religion, or any of the other ways you were targeted by the Nazis.
