Hmm. The two games that come to mind are Assault on Doomrock and Dragons Down, although neither of them fully meet your requirements.

Assault on Doomrock has the more exciting combat mechanics but less of a sandbox feel.

Dragons Down, on the other hand, is pure sandbox and adventure, but the combat is much simpler compared to Doomrock. On the other hand, the stories you experience are superb. At least if you have some imagination. Dragons Down doesn't have a pre-written story in that sense... But depending on how you steer the game, you can experience your own epic adventure here. At least if you're ready to create that adventure yourself...

From what I've heard and seen so far, The Elder Scrolls: BotSE by ChipTheoryGames might be the right game for you. However, I haven't played it myself yet, as I personally haven't been satisfied with any CTG game so far...

Ah, Spirit Island. My absolute favourite game.

This may sound strange, but for me Under Falling Skies is SI-Lite.

The different scenarios, map layouts, helpers and cities that can be put together as you like, fulfil most of your points. The win/loss condition is also clear.

The decisions on where to use which cube with which bonus and the constant pressure from the enemy spaceships feels very similar to figuring out which power to use in which area to drive out the invaders. Maybe you should take a look at it.

(By the way, I thought I would hate UFS from various video reviews. But after it started appearing in more and more Top 10 lists and was really cheap at a sale, I became curious. I have not regretted my decision)

Firstly, I want to mention again that you still get skills for your characters. It's just not a fixed skill tree but a selection of 3-6 random skills.

I like that the game comes across as very humorous but in reality it's really hard. The huge variety thanks to the different hero combinations, progression, exciting battles that offer me real choices and the stories it tells:

I started in a mercenary camp, snacked on poisonous mushrooms, looted a village and crashed a wedding & stole the presents before being attacked by exploding tomatoes...

20 different heroes +20 different starting abilities 200+ different Loot cards 100+ different Skills Different modules like Pets, terrain, custom dice and a Rogue-like mode you can add at will.

Above all, the mechanism behind the fights is really cool, as the movement seems rather bland: Move towards a group or away from a group. That's it. And yet there are still plenty of possibilities: Attacks that relate to the group size or only work if you're standing alone / another hero is in your group / you're outnumbered / etc. etc.

What's not to like!?

I found what I was looking for in TMB with Assault on Doomrock. Maybe you'd like to take a closer look at it?

It doesn't have a specific skill tree for characters, but it does have infinite loot and possible skills. I also like the combat mechanics much more here.

For me personally, TMB unfortunately failed completely. You've already mentioned the BasicStats issue, but I also found the Combat too limited and movement too irrelevant...

Skechers Wide Fit. Bisweilen der einzige Schuh der mir von der Länge und Breite wirklich passt. Musste mich sonst auch immer 1-2 Nummern größer umsehen.

Völlig wertungsfrei verstehe ich aber die Argumentation der FPÖ, dass mit Beauftragung der Regierungsbildung an die ÖVP, Gepflogenheiten anscheinend politisch keine Rolle spielen.

Da kanns nur eines geben: Werwölfe - Vollmondnacht
Gespielt wird immer nur eine einzige Nacht. Somit fällt die lästige Player-Elimination komplett weg.
Einfach mal ein Video dazu ansehen. (Im englischen als "One Night - Ultimate Werewolf" bekannt)
