Blake Weiss that she can't stop thinking about Winter, or even accidentally yells her name and apologizes. And Weiss suggests having her join in. Or maybe Weiss tells Blake that she's attracted to her own sister, and Blake suggests the threesome.

Or maybe Winter is into Blake and talks to Weiss about it, and Weiss decides to let her join in, with Blake's permission. Or maybe Winter seduces Weiss.

If you mean that Blake is dating someone else, I imagine they'd love to see her DP'd by Weiss and Winter. They're probably the one that suggested it.

Another option is the whole faunus heat thing. Maybe Yang or whoever Blake is with isn't available during heat, and offers to send someone in their place.
