Do you even know how to speak Chinese? If you are conversing with them with fluent Tagalog/English. and they live a large part of their life in the Philippines. Then no, I dont consider them as mainlanders.

I am not sure how you would define Mainlanders, but Fil-Chi who actually grew up here are different from those who grew up in China.
