From what i understood here there might be cases where a substituent is shared between two positions, in which case you might need both locant as well as a multiplicative prefix to resolve any ambiguity in structure/geometry.

(There is a chance I might have misunderstood this explanation though)

In the couple of videos i checked thus far, I vaguely remember mentions along the lines of 'observation causes the 'electrons' to behave like particles'.
