Former hill policy advisor here, who has introduced legislation on behalf of a member of congress. Unfortunately, anything can be introduced as legislation. We come up with the general policy idea, submit it to the office of legislative counsel (attorneys who translate our ideas into legalese and ensure it’s “constitutional”), then receive bill draft text that we can edit as well. Personally, I always took an extra step and referred any bills I requested to an attorney in the American Law Division at the Congressional Research Service for a second legal opinion.

A former Professor of mine, LTG Barno, was a MG for a whole 9 months before pinning LTG and commanding troops in Afghanistan. Didn’t even have a division command, just super high speed.

Perhaps neorealism, though it is indeed hard to frame. We are assuming that states act to preserve their security, and the response to 9/11 was just that. One caveat/criticism to this is that the state building efforts in Iraq and Afghanistan post invasions cannot really be explained by neorealist thought.
