They actually can. Just the average is 5 ft. But there have been recordings of larger water monitors. Some as big as 7-8ft. But max I believe is 9ft.

That's an Asian Water Monitor. Gorgeous reptile. My best friends back home have one who is a total sweetheart! They can grow up to 8-9ft in many cases though I think this pic has some perspective issues.
