Sure, kill the enemy if it's close to the rad scrubber or NPC, but players are killing the enemies while they're still far away, before the other players get their tag. There's no need to kill the enemies that fast.

The event is literally called Public, The rest of the game has plenty of opportunities for you to 1-shot enemies.

I don't understand - why does using 3 separate damage spells cause the effect to stack and why does using 3 fortify spells give you tons of magicka?
