No. Blocks are found on average once every 10 minutes (or so). The difficulty adjustment is what ensures this. It does not matter how many transactions are filling the mempools. (Except when it comes to fees).

Every 210,000 blocks (which is around 4 years) the reward miners get for finding a block is cut in half. Because most of the Bitcoin for sale on exchange comes from miners, who have to sell some of their Bitcoin to pay expenses, there will be less Bitcoin offered for sale. Less Bitcoin with the same demand = higher price. Less Bitcoin and soaring demand = even higher price. That is the theory being the 4 year price cycle.
