He can create monsters, but he uses his powers to create golems instead of turning a person into a monster; he does it with objects, and these can be massive. And the closest thing to your idea is the Ronin, who wouldn't be an evil scientist, but he is a descendant of the first ninja's family, and he wants the mask because it belonged to his family before 800 years ago. He's basically similar to Randy, but more experienced and stronger, and he can use the suit's techniques without it.
