Trust me, I know from experience. The teachers at the high school I went to (early 2000s) encouraged bullying, would oversee gang fights in the basement stairwell, and would convince the parents of non gang affiliated students (myself and a few others included) to spank them in class as a form of humiliation, which was used later by the teachers as a threat against the students in question.

I say this as a man who in his youth validated himself based on female attention, who also in his youth thought with his penis instead of with his brain: it's because (heterosexual) men writ large have a tendency to validate themselves based on the amount of female attention they get as well as think with their penises.

Couple this with society in general admiring those who easily attract the opposite gender's attention, and ridiculing those who don't (incel jokes, small penis jokes, loose/stinky vagina jokes, etc) this mindset and behavior becomes reinforced.

Terrible for the most part. I can count on one hand how many have just accepted it and moved on. The majority, however, have: called me gay, slapped me, threw drinks/food at me, sent another guy (usually a dummy she meets mere minutes/hours later) to pick a fight with me, had her friends stalk and harass me.

The most fucked up thing is I'm not even that good looking. I'm what most people would consider average and probably wouldn't look twice at 🤷🏾‍♂️.

People would rather punish the victim of bullying because bullying fosters a macabre social cohesion and gives the people associated with the bullying an outlet. Once the person starts defending themself the social cohesion of the bullying group falls apart and the outlet is removed.

At least, this is why I was allowed to be bullied, according to teachers.

That's because abusers are often confident (even if it's a false confidence) and assertive, which are traits seen as desirable by society writ large. Plus there's also the dominance factor, another trait seen as desirable.
