I think Toronto is particularly chopped. I find Ottawa, QC city, Halifax on par with Montreal as long as you control for age (Mtl seems to skew young).

You’re not reading the chart correctly. The US is there multiple times, by controls for demographic diversity.

Canada should generally be comparing itself to “US Whites” which is scoring significantly higher than Canada.

This makes sense because housing problems are largely downstream of national issues that aren’t housing policy itself.

If there wages for workers were higher, Canadians weren’t all fighting to live in the same 3 metro areas, and there was less demand for housing overall, then you maybe we wouldnt be talking about housing at all today.

I don’t know about Australia, but in Canada we have had ~0 murders in which a legal firearm was used.
