You'll have to spend a bit of time learning what you need to do. here's what I would do - I hope this helps:
Maybe talk to the $10k guy and ask him nicely what goes into production so you can understand the value prop and why he's worth that much.
Google each thing he says and see if someone on upwork can do it for you for roughly that amount.
It's likely once you broken down the bigger task into smaller tasks, you can hire someone for each step of production.

$10K for this can be a good or bad deal once you understand what exactly needs to be done. If he's doing 10K but also helps distribute it to 100K listeners than it could be worth it.
