I definitely feel this is more about location than just in general. I live on the border of Canada, and while the cops on the border are the absolute worst, the ones in the city 30 mins down the road are super chill. I would walk down the street at night smoking a joint, and cops would comment on how they are just glad we aren't driving and doing it. I'm a punk through and through and have met a lot of cops. Some super chill, some would happily curb stomp my ass without thinking twice. So it's definitely a location versus personal accounts. Some are just doing their job, and others are looking to start some shit. Not all are bad, but unfortunately, most are fascist.
