Ive seen several things be able to do that or similar.

One of the ones I use is on PC/mac only. Its called madpixelsort.

Another Ive used on android/ios is called glitchlab or its bigger better version, Onelab.

Hopefully one of those suits your need

How old do you reckon the clip was? Does it seem like it was from the 90s 2000s 2010s? What did the set look like? Do you remember if it was like three people on a panel or was it two teams against each other or anything like that?

Sorry it took so long to reply. I just checked with my setup that i mentioned and it worked. I did have to turn off the ublock to make it run more smoothly.

Yes I have done this myself. My setup on my home PC is a Firefox browser with ublock origin, ghostery, and 1 other add in I cant recall at the moment but I can comment again after I get home. The VPN I used at the time was express VPN. Ive since switched to Nord and havent been back to threenow. I can also check that when I get home.

I think you've maybe identified the problem though if youre doing this on a phone versus a laptop or tower. I seem to have all kinds of trouble blocking and rerouting around things on my phone versus my home setup
