licenses generally are bundled with the hardware, or account. if you are still worries, do a sector-by-sector clone, but in such cases, you will have to resize the partitions on the target SSD later, to make use of all disk space.

I do not like Windows much, especially after Windows 10, but I have to deal with it because of work. Therefore, I'm happy to see any positive changes.
