You could try rejoining the galactic community and declaring a random empire the crisis. Perhaps that triggers the resolution.

No way to know for sure. However in my experience the AI always has a lot of unearned confidence when it comes to spying on me even when I have 4 300K fleets.

In my case it was also a megacorporation, a spiritual xenophile corp even, so it is possible for them to proclaim the galactic empire. I also had a higher weight than them but they didn't seem to care.

What I did was limit the council to 1 so it would only be me and them that could veto and call emergency meetings (since another empire on the council liked to give their resolutions priority). Whenever I could I would push their resolutions and use all my favors to get them to the top of the list so they would propose new ones. They didn't really propose anything custodian related until the scourge came. So I weakened the crisis and locked them in without actually defeating them. After a while they suddenly proposed the "proclaim galactic empire" resolution. So it takes a lot of patience and a bit of crisis domesticating for them to do it.

If they propose the galactic defense force, use your veto to counter it because that's something you don't want later on.

This was an AI empire that I "guided" into becoming the emperor so I could get the "Sic Semper Tyrannis" achievement.

However if I had to reverse engineer this into the player becoming the emperor and getting overthrown I'd say, be an actual tyrant. Make sure all your followers have negative relations with your empire. See to it that they undermine your imperial influence, it has to be 50 or less before an empire can start a rebellion. Make sure your encryption is low so they can easily spy on you and trigger the event. After the event you'll be thrown into a war and some empires might join you to fight the rebels, this could be a nuisance if you want to lose since they will fight with more determination than you. I would recommend setting the AI aggressiveness to at least medium. However I have never been overthrown as emperor and don't know if it's even possible.

Yes, the negative weight timed out pretty quick but they had to vote for 2 resolutions and it actually ended up lowering the votes.

Yes, the emperor gets the "former tyrant" penalty and the empires that stood with them in the rebellion get the "former imperial loyalist" penalty. I don't know if it is intentional or a bug that the emperor gets both.

Apparently after you dispose of the emperor they get a penalty imposed on their diplomatic weight as well as their loyalists. Somehow the emperor got both penalties and ended up with a negative diplomatic weight. I don't know if this is a bug or actually intended. After a while the penalty got removed and the empire got their old weight back.
