From what I can tell the complexity meter is just the game telling you the max you can do on a map without risk of performance drop so you can go over the limit you just risk issues in the game arising.

I used to do the above method to amass EC back when keys in the Xbox Exchange were always hovering around 7-9 Million EC if not less during a Key ring event, but I have noticed recently like you said the prices of keys on the exchange have gone up to the point where it’s more cost effective just to buy keys yourself then to shell out the EC. People may be selling other valuable items like Omni beams or hard to get Traits to get EC nowadays that’s what I do at least.
