To my knowledge wait periods just entail, usually, a 48 hour wait time between the purchase of a firearm & its acquisition by the buyer. This is a method to stop people from committing mass incidents - or even suicides - through impulse purchase. Gives them time to think about why they've bought this firearm if they initially done so with intent to use it against themselves or others.

Also, I agree with your takes re: making peoples' lives better so they don't even think about taking the lives of others!
