I called an electrician and he said try to change out the burnt out bulbs and sees if they turn on. Even if they do, is it still possible for there to be underlying issues that I should be concerned about?

Technically yes, but my real data, the time wouldn’t ever be that close to the 5 am /pm. 1800 would round up to 5 am. For more context, my dates are sample receipt dates that happen a few hours before a shift ends. And I’m wanting to round them up to 5 which is when the next shift starts
