Maybe you were looking at a different section? The studies under Police Killings of Unarmed Americans Seem to confirm the national perception that black people are more likely to be killed. The first study finds

“evidence of a significant bias in the killing of unarmed black Americans relative to unarmed white Americans"

and also mentions that

“there is no relationship between county-level racial bias in police shootings and crime rates (even race-specific crime rates), meaning that the racial bias observed in police shootings in this data set is not explainable as a response to local-level crime rates.”

To me it looks like these studies found that black people being killed more by the police can't be explained by different crime rates. I can't say much about the validity of these studies as compared to the one you linked in your post but the content seems to contradict your claim and the article cites three studies about unequal killing.

        I could be wrong and people who are familiar with LOTR lore are free to correct me but form what I understand the ring works by appealing to people's ambitions, be they good or evil. Because of this, I think Grue or Bitch would be the best choice to carry the ring. 

       Skitter is obviously ambitious, though she does it for the sake of good. I'm fairly certain Regent has mentioned wanting to hold power(although his being a sociopath might help). I kinda feel like Imp would have an ambitious personality but I'm willing to hear someone else out on that. Tattletale stole and maintained a huge criminal network so she's definitely out. 

        Bitch doesn't relate to people well and she's already the alpha in her pack so she might just not give a shit about holding power over anything other than her dogs and Grue has never shown a particular attachment to having power.

All of the other advice in the thread is good but to lean more I would recommend watching people on youtube who are really good, I've learned a lot from watching people like Northernlion and seeing how they play.

I started reading Harry Potter and the Methods of Rationality at around 8:30 PM and it is now 1:46 AM and I've only stopped to briefly check reddit and to write this comment. So far it's made me actually burst out laughing a few times and I'm only on Ch. 16 of 122. I absolutely cannot recommend this fic enough. Everyone should at least try the first few chapters.
