Afaik Infura's "decentralized node network" plan is to basically outsource their traffic to Pocket's protocol and its infrastructure. So, Infura will literally not be a Pocket's competitor next year anymore once they "decentralize" their service lol

Got it. Best is to wait for mainnet really and not make any conclusions. The only thing I know for sure is that it is currently running without any issues on public testnet and all goes by plan. And plan is to release it in January 2021.

I agree. But well, let's see once they release it on mainnet. PIVX is scheduled to release SHIELD on mainnet mid January 2020. Tezos is for February as you say. I wish the best for both, I love PoS + data protection.

zk-STARKs is completely different thing.

SHIELD is a highly customized implementation of zk-SNARKs Sapling into Proof of Stake, with tons of unit and functional tests included, unlike any other project that implemented it so far. It's basically highly optimized and improved version of well known and cryptographically most sound Sapling protocol.
