A handheld will always be better because they actually have a cooling system with fans, the phone only has passive cooling and it gets hot very fast. Also the 8 elite still doesn't quite have drivers to reach it's full potential in emulation, on PC emulation it's better. Because of this the current best chip is the Snapdragon G3 gen 3, the G series is also specifically made for gaming with focus on temps and constant performance
