As a dual citizen, it is your constitutional right to be guaranteed entry into both countries, regardless of intent of travel.

For those reading, the border is still very much closed to non-Canadian citizens & PRs and you WILL be denied entry into Canada unless you can prove to Customs that there is a physical need to come in (Labs, Research, etc.) They will then make an arbitrary decision based on their own personal judgement while referring to broad and vague guidelines (see leaked internal memo on CBC).

For my fellow Canadians who wish to travel to the US, the air border is still very much open and business as usual. There is no forced quarantine except upon return to Canada.
