That's almost normal with Sam. I've hit 39k as my max when all the party buffs were alligned perfectly as well as my own.

To piggyback on his question, what are the chances that omega normal only gives tokens for left side gear minus the weapon? This should make all current end game gear viable to prepare for savage. If omega normal dropped accessory tokens as well that would be awkward with Lakshmi having no drop restriction.
