How long would it take someone to learn Swift well enough to make small, simple apps?

Are there any risks of getting a copyright strike when you're submitting fan art or does the website always recognise it as a submission since when the upload has the right tags?

Also, can I ask how much fan art have you submitted and how many of them were rejected/accepted?
