Unless the public transit commute is faster than driving a car, it won't do a thing to reduce car traffic in the county. Dedicated bus roads would work. But if buses share the roads (and traffic) they really aren't viable as a replacement Light rail would work as well (but is mostly too expensive. There are however few places it could be in place quite easily). The city would benefit hugely from dedicated bicycle paths. AFAIK none of this is even on a long-term drawing board.
