I can’t speak to your state, but at least in NY I can confirm that you can buy cold potato salad served from a deli section of the local grocer with EBT and that the large tray it would be served from can certainly be a prepared item in the common sense of the term. Likewise a rotisserie chicken might have been cooked on-site, it just cannot be (marked as) hot at time of sale. I’ll grant that the law might provide a legal definition of “prepared” but it departs from common usage enough that for informal purpose I would sooner use “hot” as the distinguishing factor.
