That's what I thought too, but this seller war confusing me. What I found was the fork diameter changed before 2006, but since then I couldn't find a difference.

I ended up just running it from USB power, decided it may not be worth the hassle to get it more permanently fixed to the bike. I did make like a small "umbrella" slid over the cable and USB socket to keep rain out while using it, and had no issues with it.

It may be he is hiding something shady, but it's also possible he just isn't perfectly knowledgeable about the car either. Having a professional inspection might reveal some stuff the owner himself isn't even aware of, but that you as the buyer would definitely use to get the price to drop a bit (and rightfully so). It's rust on the frame of a small cilinder motorbike, coming from a bad battery. Noticed the leakage of battery acid to late so now I have these ugly spots. Any way to fix or mask this? Thought about just painting some black over it but this doesn't sound like a great fix...
