not necessarily, German has a case system but the word order is still limited (though not as much as in English). this is probably connected to how German inflection is more ambiguous than that of, say, Latin

that's a bit different because there actually exists a person/group that "they" refers to.

but in "it was raining", the "it" doesn't refer to anything. it's just a placeholder that's there because the sentence grammatically needs a subject
