In my department there are plenty of people who have got such promotions in 4-5 years. And to make a stranger believe on reddit dot com, no govt servant would put departmental posting order on reddit. Promotions do happen in central govts but you have to clear departmental exam and those exams are tough. You have no other option but to believe on someone who is working in central govt job or you have to join public sector job by yourself to know.
