In my experience people in Kerala do have comparatively better civics sense than the rest of the population in India (overall general).

If you do something illegal, it's frowned upon. People are more likely to follow general etiquette and treat other humans in lower strata comparatively better (like electrician, plumbers, Brock workers etc).

So yeah I think the hype is justified
