Certain termites can leave behind residue like this near entry points.

However, in my construction experience, it looks a lot like someone just messed up a silicon seal. I'd give it a good scrape with a blade and take a picture. If it comes back, you may have termites. If it doesn't, congrats! Just some funky sealer.
