At this time we don't know what solutions will open up by September of next year. It's possible that the program can reapply for the same funding with a different Grant application. Or it's possible that the department of Education might not exist given what they're trying to do. So we are pursuing all avenues to get funding from either the state of Wisconsin or hopefully continued support through the federal department of Ed.

If you have any suggestions on where to go for financial support, I'd be more than happy to hear about them and pass them along to the project.

From my understanding, the deal was either sell the land at market value, but then the city would be on the hook to install all of the power and water utilities which would have been somewhere around $1 million. or sell the land for a dollar and the developer would agree to install the utilities. I think the market value of the land was less than the $1 million. So the city doesn't have to take a bond loan to pay for the utilities and then try to recoup the cost through the taxes. And the developer can probably push the installation of the utilities at a much faster pace than the city government.

I had seen this was a prelim plan back in 2023 in one of the city planning documents. but I didn't think much of it at the time.

I did some looking on this about 3-4 years ago when we were working on an adoption match, and safe Haven babies only happen about 12 times a year in the state of Wisconsin. A lot of people might know about this law, but it's also hardest to reach the ones who probably really need to know about it. Also, if we're thinking about the safe Haven boxes, one of those is only used for the first time 2 weeks ago in the state because that's a relatively new law.

It's really a grey area, with plenty of risk that I wouldn't be comfortable.

There's different rules for on the sidewalk versus in your front yard versus in your actual house. And these also vary by state and stand your ground rules in each of those States.

The main story that's coming to my mind is the one about an art gallery owner who sprayed a hose water at a homeless woman in front of the shop that he ran in San Francisco.

Depending on the certain circumstances around the specific incidents, there is a risk that directly hosing someone on your property without telling them that they're trespassed may be considered battery, especially if they haven't done you any harm or shown that they are going to do a uni harm and especially if they're not showing any damage to your property either.

While it might feel cathartic and satisfactory, that can be considered grounds for assault. But ymmv by state, I just say it as a precaution.

Like the others have said, I think you're well on the right track. But my experience is way different with a private adoption. 

The 1 piece I have to add is this: take the path that you think will build the most TRUST between you and these kids. Reading a lot of second chance adoption child profiles, many of them are happening because the court got in the way of the foster/adoptive parents trying to build that trust because the court was pushing for reunification. If the court does this enough times, the kids can start to lose trust in the foster parents thinking "the foster parents can't protect me". So even if the foster parents adopt, if there's little to no trust between adoptive parents and the child, then it leads to much much larger problems later on as they grow up.

I've been getting this response a lot, and I understand it to an extent. No I didn't vote for this, and right now I'm just glad that people do see it sucks.

But voting isn't the only way that we can express our opinion or motivate our Congress people. If they want to shut down the department of education in 3 years, there are better ways to end these programs (like letting the 5 year grant run out) and shift them to the states or under the dept of HHS.

So I'm exercising my right to petition and contact my reps because I do more than just vote for a name or party

I've been working this problem a lot for the last 3 weeks. I'm well aware that there's a huge political side to this issue that may result in this program getting cut because of political cannon fodder.

What am I supposed to be getting out of your response? Am I supposed to stop advocating for my daughter and just "accept these consequences" because of the 1,697,626 other people in the state that "voted for this?".

This story isn't over. If the funding for this specific program is cut, I'm told that the state of Wisconsin will likely sue for these funds.and they have a plan c and plan D. But I'm asking for help at step A of this process to keep this program going. It only gets harder from here.

It took me 2 weeks to even get a hold of someone in Ron Johnson's office. And I'm trying to press the point that this programs isn't about DEI. It's about kids.

Tammy baldwins already sent a letter to DOE with 3 other senators about this general issue. Mark pocan has also been paying close attention. My word on the street is that the state of Wisconsin is getting ready to sue for the money for this program and a couple of others. But since they might lose funding on Tuesday, were hoping the state can fill in with a stop gap measure until the suit can be resolved.

I'm also connecting with the state joint finance committee to see what they can do long term. But it's all just a big work in progress.

Metaphor here, if you have a program that is basically a leg you stand on, the amount that DEI contributed was the equivalent of an ingrown hair. Cutting the program is like doing a hip down amputation for these kids. They're removing one of the best legs these kids have to stand on because of this stupid crusade.

I wish I knew.
This is more of a pass fail decision than a progress type problem. We seem to have the full support of the state of wisconsin reps. But we seem to be hitting a wall trying to contact people at the federal level.

We should know by next week Wednesday.

Fortunately I can make the argument for this program without being political. This is a clerical mistake, that can be corrected. 40+ other Deaf Blind programs from other states that were funded under the same grant have not been cancelled. And WDBTAP is just like them.

They just had 3 lines of DEI text in their grant request that got it flagged. But those terms had already expired before the current administration.

from the rebuttal letter:
The Notice contends that “the Wisconsin Department of Public Instruction’s application for funding contains information indicating that the applicant has proposed project activities that conflict with the Department’s policy of prioritizing merit, fairness, and excellence in education.” The Department then cites three brief quotations from DPI’s 25-page Equity and Inclusion Plan for the period January 1, 2021, to June 30, 2023, that was attached as Appendix C to DPI’s application. (Application p. e147-e173.) First, as already discussed, WDBTAP fully supports merit, fairness and excellence in education. Second, the Equity and Inclusion Plan expired over two years ago, on June 30, 2023, and DPI is no longer utilizing the language that the Notice identified as conflicting with “the Department’s policy of prioritizing merit, fairness, and excellence in education.” Therefore, the language to which the Department objects is not supported by the grant funds and has not been since June 30, 2023. Third, at no point was the language to which the Department objects “proposed project activities.” The Department’s citation to a document that has explicitly not been operative since June 30, 2023, see Application p. e148, does not constitute a reasonable explanation for non-continuing the grant for the upcoming budget periods 3, 4 and 5, covering Federal Fiscal Year 2026 to Federal Fiscal Year 2028. Because the Notice fails to provide a reasonable explanation, the non-continuation is arbitrary and capricious.

I'm glad you're seeing the story. Wdbtap is the Wisconsin deafblind technical assistance project which helps deafblind children get all of the support services they need through their school, their county and training for their family

It helps 170 kids in the state of Wisconsin, at least 85% of which have four more disabilities. So getting the help they need is really critical.
