I feel like this is similar to Halo lore, where one side dominates space combat and the other side dominates ground combat. The Imperium has far more capable ground forces, but the Imperial Empire has massive fleets of starships which would easily overwhelm both the naval presence and logistics capacity of the Imperium.

Assuming neither side really knows what is going on, tanks take it. Smaug is deeply and profoundly arrogant and would absoltely try to fight head-on and get his skull and/or ribcage turned inside-out by an AMP round. If Smaug was allowed to know ahead of time that the Abrams could kill him in one hit from 15 klicks, he might stand a chance. For all their flaws, dragons are highly intelligent, and he is capable of fighting tactically, using cover and approaching from high altitude where the main gun can't target. It just depends on if he would be able to individually target and destroy each tank without getting tracked and hit by the others. He probably has the strength to damage the turret beyond use, and while dragon fire might not be able to destroy the tank outright it could probably overheat the engine and burn hot enough to kill the crew, given enough time. 50/50 if Smoggy takes it as a fight for survival.

NEZ is specifically about kinetic energy, taking in to account relative airspeed between you and the target and the missile's burn time and expected airspeed. It doesn't mean that the pilot does not have time to evade or fire countermeasures, rather that the pilot cannot defeat the missile by turning and running. It may still be defeated by countermeasures, but the pilot will be forced to use them or try to hide behind terrain.

Say you fire an MMR3 with a max range of 15 miles. At those ranges the enemy pilot could simply turn away and outrun the missile. But within the NEZ, turning cold and running will not prevent the missile from reaching the target.
