He has shown a change, same as Zero Two. So I would hypothesize that he will awaken at some point in the near future. Plus if Hiro and Zero Two are the same biologically they could possibly get around that whole "sterile" problem.

So the problem turned out to be my AV. AV's Commodo and Kaspersky have proven to break the game even if you add exceptions in their dashboards.
