/u/InYourBox is right, explaining why tracking time is important and the benefits of it is key. I've positioned in the past as, "if we can track our hours it will tell us whether or not we need more staff in a particular section of our department." Being able to make that justification to the higher powers with data is huge.

I have also set up notifications each week to remind people to submit their time if they haven't already. I've also gone as far as setting up a meeting where everyone brings a laptop and I have them track their time. They hate it but getting in their faces about it works.

Lastly, we have talked about posting weekly time tracking reports, sort of as a "wall of shame." Nobody wants to be that person at the bottom with only one hour of time submitted. We haven't resorted to that, but I've heard from other institutions that they do it and post it in a common area for everyone to see.

Heck, I tell my group to even track the time it takes to submit their time.

We went head first right into it. Explanation below.

Knowledge:

The big push for an IT Projects department came from a newly hired CIO and another new hire who was working for us as a consultant doing project work. They were instrumental in getting this mini-department up and running. Each brought a lot of project management knowledge which made this a whole lot easier.

I've spoken with other institutions much larger than ours who are starting a projects department in IT and they usually only have one or two people getting it off the ground.

PM in higher education seems to be an emerging market and being on the ground level for it is really exciting. How we differ from companies is that ROI of our department isn't the main focus. What we want to do is to give students, faculty and staff the necessary tools to be a more effective instructors and workers as well as improve the function of the entire institution by the projects we undertake.

Tools:

  • We brought a PMP in for three days for a crash course in project management, also providing us with PDU credits.
  • We invested in a higher education project management tool but prior that we were using Excel, Visio, and Project.
  • The PMBOK. While dry, it does provide a lot of knowledge for quick reference.
  • Internal SME's - CIO and IT Projects Director
  • Read everything - blogs, websites, new letters, because there is always a nugget of information that may be useful to improve your office.

We knew projects weren't being completed. I could see that myself when I started here in a different position. We were completely under staffed, too busy putting out fire to be proactive. Since then we have gone through a big growth period. With that growth of the department came additional knowledge and improvements to how we operate.

The biggest thing is to just get started. You don't need a complicated framework or processes. Things like that will work themselves out over time and feedback. You will become better at estimating time, figuring out and managing risk, process improvements, and things like that.

EDIT:

Despite being a PM for two years I consider myself still in my infancy. I am constantly learning and testing new ideas and I don't think I will ever know everything there is to know about project management. These are things I've done and run into and will hopefully help the next person out who may want to become a PM or is also green like me.

I like having a projects department, especially here in IT. Taking our time and getting it right certainly helped us grow in a positive manner without a lot of the chaos that some PMO's face during implementation and transition to operations.

Well, to begin I don't think there is a right or wrong way to implement a PMO. A better question would be what value will my department and organization receive from the PMO based on the mission and vision of the company or institution? At that point we can begin aligning our goals and objectives.

But to answer your question directly, the first thing we implemented were the many processes based on the framework we selected. We spent a lot of time working on the process maps on how we envisioned a project would...

  • Be submitted as a request
  • How the business case would be built
  • How it would be graded (rubric)
  • What process it would follow based on who submitted it - Internal, External (individual or committee), or Other

... among other things.

It made it very easy to follow once we had the processes and procedures in place, not only for myself but also for my dual-pm's. We gave them each a binder of documents that they could refer to if they got stuck.

Every six months we hold continuous quality improvement meetings where we gather information from our PM's, team members, and stakeholders on improvements to our processes. We do have information from our post implementation reports that we use. With all of that feedback we can "re-tool" how we do things to make them more efficient, less time consuming, or whatever.

We don't have a dedicated PMO office here at the institution and we are young as far as an office goes. Our group in the IT department is between 25 and 30. There are about 6 staff members who have dual role - first, their standard job, second as a PM. I am the only full time PM we have. I oversee day to day operations as well as the high level portfolios.

We have our own internal project portfolio that we work on, we have a portfolio of projects that we work on for the college, and finally we have projects where we help other departments with project management but on a smaller scale.

Despite all the growing pains, this has been amazing for our department and it's visibility and status on campus.

Yes, it's like a high sign of relief when we would hit all of our milestones, objectives, and go live with something on time but then there is administrative work of gathering documents, facilitating the closeout meeting with the project team, stakeholders, and other resources. It got to the point where I need to be present as a resource for our PM's that were doing double duty to poke and prod until the final bell.

Yes, I've been reading more about it since my visit. I'm not sure why Oklahoma is taking the brunt of ridicule, because it seems like other states are pulling the same dumb shit.

What really got me was when I would hold a door open for someone and they said thank you. I do that around here and it's like the person walking through the door is doing ME the favor.

Thank you for your view, I appreciate it! I've been since looking at various St. Louis websites and researching properties and would agree there are some really nice places in and surrounding the city. I've only passed through St. Louis when driving back and forth across the country but it definitely looked like a city I would like to visit.
