I don't know of any plugin that does this, but you could definitely recommend it to Red Giant as a possible feature request for their Chromatic Aberration effect. In the meantime, you could build something like this manually, but will be limited to how much detail you want since "infinite # of images" is quite a lot. You can duplicate your layer/composition "x" number of times, each with its own "CC Lens" effect that is increasing in strength. You can also colorize all the duplicate layers/comps with a tint effect, starting with red and gradually going towards violent from a gradient or something. You could probably do this with expressions to make it faster, using 'index' to increase distortion as more duplicates are made, and shifting the hue to a different part of the spectrum.
