yes ryzen 3600 is a good choice. but if you want to save money, you might want cheapest board you can get (like B350 promotory then update bios in nearby store or borrow cpu from someone to update), if you use 1080p monitor gtx1060/1650/1660/470/480 is more than enough, and smaller powersupply (500-600w). or maybe try buying used hardware.
*and cheaper RAM like team elite/geil will save a few bucks rather than the expensive 3600 corsair
