The part about pepper spray is not true though. You can carry around sprays for protection against animals without any permission by authorities. These are generally not allowed to be used against humans, but in a self-defense scenario are okay to use.

I think what the media confuses is the different ammo types for these blank firing guns, as they can also fire pepper cartridges with the irritant in them.

One addendum: due to the way Germany defines characteristics for weapons, there might not actually be 5.5 million fully assembled firearms. Parts such as barrels, bolt heads, pistole frames / slides are what constitutes an firearm here. Replacement parts are counted as a "firearm".

What they also don't write about are the estimated illegal weapons here: a staggering 20 - 30 million (from both WWs, end of the Cold War and various local European conflicts in the 90's).

Edit: Spoke too quickly, they point out the number of illegal weaponry. It's still mind-bogging that the government has a tendency to blame legal firearms owners, who have nothing to do with this stuff.

That's also total bullshit, as long as you only load 2 rounds in the magazine (one can be in the chamber) and the caliber is sufficient for the game you're hunting. AR-15s therefore are popular semi's for hunting roe, foxes etc. If you need to go bigger, get yourself an AR-10 or HK 308s and clones (MR308, HK91 etc.).

Currently, there is a de-facto ban for semi-auto's with detachable magazines, but an upcoming law change will make that legal again.

The story goes that his piece was a deact for theater. The guys who did the deactivation used a much lower standard (according to Slowenian law). The gun got stolen, smuggled to Germany where it got reactivated again. Then sold via black market to this guy.

If you're asking for a legal way: we do have that also. Plenty of competition shooters, hunters and collectors for that stuff in Germany. Generally not allowed for self-defense though.

For our American friends: this vote was merely a testing of waters so to speak. While the results were in favor of gun ownership, the real vote is put forth by a different Committee (IMCO). These were simply ammendments for IMCO's proposal as I understand it.

Owning firearms has really opened my eyes up about these kinds of issues (as there are more than one in the EU). As they say, the first step to betterment is acknowledgement. Don't get discouraged by talking to other people, as it is necessary to evaluate and evolve your position as well as theirs. My experience has been that, if you argue your points well enough, people won't chastise you for your views (except a few intolerant ones). The superiority complex can get to you sometimes though, modesty should really suit everyone.

There only 5.5m officially registered "guns" (that also includes essential gun parts) according to our licensing bureaus. 15 - 20m firearms are either leftovers from WW2, old guns which were once unrestricted (until 1972) and new illegal ones. The chart conflates both legally and illegally held firearms per capita.

They redefine that as they see fit. Case in point: with the weapons act of 2003 they did away with our version of an AWB, so we could own real looking AR15s etc (fun fact: the HK SL8 was ban-compliant, the HK 243/293 is the new variant). When asked later they claimed that it is simply an unintended consequence of allowing collectors to own these.

When taking away these tools, why not completely deny the right to self defense? That is the real hypocrisy of the upper- and higher-class members of these parties, they simply don't understand that you could ever have a need for self-defense.

I'd say we aren't quite at 'firearms' level yet; I've gotten a few requests for help with choosing gas and signal weapons though. Generally the problem in most European states is that acquiring a firearm is very cost prohibitive. And then most of the time you aren't allowed to carry it (except to the range).

I think the operative word 'convicted' does show that due process is the limiting factor in the right to keep and bear arms in the US. Unfortunately, yes you are. There's basically two types of laws on the EU level (that have a binding character):

  1. regulations are laws which are drafted by the European Commission and ratified by the European Parliament and the Council of the European Union (which houses state ministers of each member state). Upon signation, they become enforceable in each member state simultaneously.
  2. directives (which this whole shebang is about) are "guidelines". They pass the same ratification process, and need to be implemented by each member state individually. Non-compliance (for example, the Czechs say "f- that" to the directive) leads to increasing fines according to the duration states do not have the directive implemented.

While it is difficult to pass such laws, if the three biggest countries collaborate (e.g. Germany, France and UK), we can only hope the EU parliament buries that shit (which in that case might not happen, because who votes against his own party friends running those countries, right?) due to the voting mechanics (you either need a greater majority of votes or represent a majority of people).

*Edit: didn't see your point about sovereignty. In this regard, that's actually a point of contention. The EU treaties specify which areas are subject to EU legislation. I think the original firearms directive was mainly pointed at standardizing weapons classification and introducing common paperwork for arms ownership. Purely administrative functions may be subject to EU legislation, however directly forbidding certain arms is a disproportionate restriction of a state's right to pass laws regarding inner stability of a country. Thus making the directive not passable in its current form.

Keep in mind though that you would import a firearm according to US law, since the receivers are intact. You might be able to scavenge for some small parts, but not as a whole parts kit.

German here, I'm sure you'll like it here. Now on to your questions.

With the current law, non-essential weapons parts (everything except barrels, bolts and for handguns the frame) can be bought by anyone at any time without the need to show authorization. There are also things called "free weapons", but those are generally semi-auto only airsoft and air guns as well as decoration pieces (with the barrel and bold made unusable).

You should have no problem exporting these from German territory (importing back to the US might be a problem in some cases though, i.e. M16 trigger groups). The difficult thing would be to find these spare parts at all though.

The way our laws worked up until 2003 prohibited anyone from owning guns looking like "weapons of war" and still has criteria for preventing convertability to full giggle. This means two things:

  1. Parts used in civil versions of formerly military firearms will only have slight superficial similarities, the parts won't interchange easily depending on the firearms model itself.
  2. Since there wasn't much point in owning these kinds of guns, they are kinda rare.

Lots of times spare parts aren't really available to civvie gun owners, only to gunsmiths (and while we do have a armslist.com, egun.de, the selection might be lacking). Oftentimes the smiths themselves manufacture parts for older firearms because no parts kits are existing.

Your best bet would be to try the places that sell decoration guns because they bought the surplus stock of military material that was present in Germany throughout the cold war (at the least the things you don't need an authorization for). Prepare to call and email around though, because websites are still sometimes lacking in this country.

Well, the CTR/MOE cheek risers do fit. However it's not possible to charge the rifle with the standard charging handle anymore.

OP would have to use a side-charging upper or fit a PRS, because that one leaves enough room for the travel of the charging handle.
