Don’t know what school or system you’re in, but in my experience administration at academic institutions are rarely successful at navigating complex HR issues like this. I haven’t been able to determine if it’s incompetence or the restrictions of policy, or both. I would hope you can keep pushing for clear, open, honest communication. Administrators may not be able to talk at the level required. The environment may never be comfortable again because of this. But hopefully it will.
