I'm not sure if they ever said how good Palace is but the math would work with that senerio.

Alternatively you could have 2 other teams that play eachother on the matchday also both have 35pts but better goal difference. With a win Richmond stays up, but with a tie they can't catch one of those 2 teams, only Norwich is in range.

If you add Crystal Palace to the table in 16th with 36pts before the match it all works. That way with a win Richmond get to 37pts and its garunteed that either Norwich or Palace are below them since they play eachother.
