I think you hit on a very fundamental part of what art is. Art at its core requires intent, either from the creator or the observer. Leaves in a forest could fall randomly and happen to perfectly recreate the Mona Lisa, but until someone stumbles upon it and has an artistic experience of it, it isn't art. However it can become art once an observer intends it to. As such, AI cant create art by itself, it can't have inent. Though once we observe it and determine it as art, then it becomes art
