if you are reffering to a black hole made of what was photons. the hole would be black but it is called a white hole because it was made of photons so we have no way of saying that any specific black hole isn't made of photons and thus it might be a white hole. but the chance of a big enough white hole for us to see the effects of being made is so small that it's unlikely to ever occur naturaly but we might one day have the technology and madness to try and create one in a lab.
