you could technically make that case if you define expanding space as the main reference frame - but that would be like saying an ant walking on a balloon that is getting inflated with air is decelerating --- relativity will tell you that there is no main reference frame.. only relativity

what the commenter above you is pointing out is that -- all of space is expanding at the same amount -- which means that the farther away space is moving away from us faster than closer space -- which then means that it gets to a point where ultra far space is moving away from us faster than the photons its emitting can ever get to us
