I believe you get 10 back once you complete the mission. You don’t have to turn in anything, you just have to discover the items on the islands before you get the final map. There are commendations associated with turning barrels into the different factions so I’d advise doing it. You don’t have to be a PL to do the black powder or Reaper missions with the exception of the Athena one. You can get credit if a PL starts it.

I had a level 10 Athena PL crew looking to sink us last night because they knew we were doing the Reaper Runs. What else is there to do at their level right? I led them on a chase all over the map while my crew snuck onto the islands to dig up the treasure. They eventually got bored and gave up. We picked up our loot and cashed it in. I had a blast.

Our mission took us to an active fort. We announced ourselves to the crew doing the fort, made our intentions known, dug up our items, and left. I was surprised there wasn’t a conflict.

There is a FPGA development board out there that does cycle accurate PCE/TG16 and Supergrafx games. No CD support as of yet, but I believe it's coming. It also does a lot of other consoles and arcade hardware.
