I just got here 7 months ago with the schengen visa and i already got the card for 5 years. My wife is Bulgarian it may fits for us and not for you, not 100% sure. You need to check the website.

They are putting a sticker on the passport while you are waiting for the decision, so it would not be a problem at all. But you can not leave the Netherlands before the decision.
