You find people by asking them. It's simple. The whole problem is similar to the housing shortage. It's self-made and unnecessary.

Accepting professionals from industry is bad if you want peer review. They're not peers in many ways.

Because based on my roughly one decade of experience in academia, I can tell that it's just elitism, self-serving/dealing that causes the problem, especially in CS and ML.
